It really could depend on the infrastructure/product or mechanism in use that is enforcing the restrictive policy to use wifi on devices like in UPES Wifi.
The enforcement is likely being done by a product that has a profiling engine combined with a captive portal landing page for device registration and/or user authentication. Many network access control products that perform profiling use multiple factors to determine the type of device--the obvious one being the OUI field of the MAC address that indicates the vendor or the NIC is, let's say Apple or Samsung.

How to Use Wifi on Android Smartphone Under UPES Proxy - Steps Wise Guide
Requirements - 1. Credentials (You'II get on registration day with your upes's .stu email id)
2. Android Smartphone | Windows phone - Read another Guide.
3. Drony or any proxy/vpn app
Method 1 - Using Drony App on Android (Most preferable)
What is Drony - Proxy that can operate with proxy authentications.
Android OS has just proxy with no authentication.
So this app can help you with your corporate/university/school network environment.
Supports digest, windows (ntlm), basic authentication. HTTP,HTTPS,SOCKS4a,SOCKS5 type of proxies.
Drony will start if wifi appears that has proxy set on same port that is used in Drony to listen.
Drony will stop when that wifi is no longer active.
Step 1. - Download Drony App from Playstore - https://play.google....oxy.drony&hl=en
(Note - If you're on old Android OS such as ICS,Jellybean then use this link - http://www.apk20.com/apk/63315/vstart to download older drony version)
Step 2. - Open your Smartphone WIFI Settings.Switch your Wifi ON . Then click connect to UPESNET Directly 
Step 3. - Hopefully, you'd installed the Drony properly.Now, open the Drony App
Step 5. - Click on Settings on Above Right Side
Step 6. - Then point to wifi (encircled in pic)
Step 7. Choose UPESNET
Step 8. Then Change Proxy Type - Manual
Use Hostname as - proxy1.ddn.upes.ac.in or proxy.ddn.upes.ac.in
Use Port as 8080 or 80
Use Username as UPES User ID (Will be provided you on registration day)
Use Password as UPES Wifi Password (Same will be provided you on registration day, you can change later)
Use domain as UPESDDN
Step 9. Click on ON button of Drony,Wait to Connect
Step 10. Enjoy
Method 2 - Use ProxyDroid App on Android Smartphone
Step 1. - Download the App from Playstore -
Step 2. - Open ProxyDroid App After Install.Use this below settings to configure the app properly.
NOTE - Orbot, PSIPHONE, SURFEASY , DROIDVPN are also working but you've to configure them.
